NOT SO FAST, commish. Philadelphia Police Commissioner Charles Ramsey blamed a rush to provide the public with details for a false report in the controversial police shooting of Brandon Tate-Brown. That's one way to recall the department's disastrous handling of the case, but no amount of finger-pointing is going to undo the damage to its credibility.
