TRENTON - The operators of trains carrying Bakken crude or hazardous chemicals would have to submit contingency plans for disasters under a bill that a New Jersey Senate panel advanced Monday. The transportation committee moved forward three bills seeking to regulate trains carrying the especially volatile crude across the state, including to Paulsboro in South Jersey. The sponsor, Sen.
